However, there are still some weak links in the city ’s sanitation industry, especially the average outsourcing unit price for cleaning and cleaning and the average machine sweeping rate on the road are low. Compared with advanced cities at home and abroad, the gap is obvious, and it ca n’t adapt to the city ’s construction of a modern and international city. need. The people's governments of all districts and the units directly under the municipal government should stand at the height of implementing the scientific development concept, building ecological civilization, ensuring sustainable development of the city, and improving the net welfare level of the people's livelihood, further raising awareness, clarifying goals, implementing responsibilities, and strengthening measures. Second, further improve the environmental health quality standards

3. Continuously improve the level of mechanized road cleaning

Clear goals, step-by-step implementation, continuously improve the level of mechanized cleaning of roads, improve the efficiency of sanitation work, improve sanitation operating conditions, reduce the labor intensity of sanitation workers, and ensure the safety of sanitation workers. As of 2011, the city's municipal roadway sweep rate reached 80%. The people's governments of all districts shall formulate plans for improving the level of road sweeping rate and organize their implementation in accordance with the "Shenzhen Road Mechanized Cleaning Step-by-Step Implementation Objectives" (see attachment). Fourth, improve the sanitation cleaning and cleaning funds guarantee mechanism

(4) Establish a municipal financial incentive and subsidy mechanism. Mechanical equipment such as high-pressure cleaning vehicles, machine sweepers, and sprinklers that are engaged in mechanization operations are purchased by cleaning service enterprises themselves, and are no longer borne by the financial burden (except for some emergency equipment). When bidding, cleaning service enterprises should prepare their own equipment or submit equipment deposits. Cleaning and cleaning mechanized equipment must implement relevant equipment technical specifications, eliminate mechanized vehicles with poor mechanical performance and damage, and ensure the quality of cleaning and cleaning.

(5) Strict assessment and implementation of a competitive elimination mechanism. In order to further cultivate the environmental sanitation market, ensure a scientific and reasonable return on investment, stabilize the staff of cleaning service enterprises, the manual cleaning contract, urban village cleaning and cleaning and public toilet management outsourcing contract period is 3 years. The financial departments of all districts shall implement payment according to quality in accordance with the outsourcing contract and the comprehensive assessment opinions on the cleaning service quality and mechanized cleaning compliance of the district environmental sanitation department or street office.

The environmental sanitation operation outsourcing service should introduce the competition elimination mechanism. During the contract period, a comprehensive assessment will be conducted every year, and the reduction or elimination will be carried out in the last place. When the reduction is carried out, the reduction rate will be 20% of the bidding unit ’s bid. The reduction of the bids shall be borne by the service company that ranks first in the comprehensive evaluation. The cumulative assessment within 5 years of the contract period will be eliminated at the last place. Those who are not eliminated may renew the service contract for another 5 years. Each district formulates and implements a specific competition elimination system in accordance with its actual situation.

(6) Strengthen environmental sanitation market supervision. One is to improve the inspection and supervision system for the environmental sanitation market, and incorporate the environmental sanitation issues reflected by the media, the public, the “Pengcheng City Environmental Sanitation Cup” competition inspection, and the digital urban management into the assessment system of each cleaning service enterprise. The second is to implement the sanitation operation supervision system and strengthen the management of the sanitation operation process. Supervision and inspection of the staffing of the cleaning service company, the time limit for sanitation operations and the implementation of the cleaning and cleaning system, and implementation of rewards and penalties. The supervision unit shall be determined through public bidding or may be transferred from the personnel of the sanitation station (team) of the current nature of the institution to supervision and management personnel to perform the supervision function, and the supervision cost shall be listed in the annual environmental sanitation budget of each district. The third is to strengthen the supervision of cleaning service enterprises, linking their service quality with the credibility of qualifications, and include them in the bid evaluation. For enterprises with good environmental sanitation quality, and compliance with labor and industry regulations, a point-plus system is implemented. (7) Establish an administrative responsibility system for environmental sanitation management in the jurisdiction. 1. When in use, it can be combined according to the type of road and the requirements of the operation content, and the budget for cleaning and cleaning can be approved.

 2. For the specific conditions of specific roads, adjust the cleaning and cleaning price standards according to the following adjustment factors:

  (1) The condition around the road affects the adjustment coefficient. For roads of the same grade, there are many roadside stores, serious buying phenomenon, meat wholesale market, and excess mud and dirt transport vehicles driving. It is difficult to clean and clean, and the price standard can be increased by 5% -20%.

  (2) The sidewalk influence adjustment coefficient. For roads without actual sidewalks, the price standard can be appropriately lowered: 5% -10% for special-grade roads and first-grade roads, and 2% -5% for second-grade, third-grade, and fourth-grade roads.
