The meeting emphasized that in 2020, we must focus on the following 9 aspects of work:

Long-term adherence to the positioning of houses for living, not for speculation, do not regard real estate as a short-term stimulus to the economy, continue to steadily implement the long-term mechanism plan for the stable and healthy development of the real estate market, and strive to establish and improve real estate regulation and control mechanisms.

02 Efforts will be made to improve the urban housing security system, and to increase housing security efforts for the urban poor.

03 Focus on cultivating and developing rental housing, and promote solving the housing problems of new citizens and other groups.

Focus on the development of policy rental housing, and explore the standardization and operation mechanism of policy rental housing.

04 Focus on improving the quality of cities and the quality of human settlements, and build a "beautiful city".

In-depth implementation of the new development concept, the city as an "organic life", starting from solving the outstanding problems of "urban disease", overall planning and construction of urban management to promote high-quality urban development. Establish and improve the urban construction management and human settlement environment quality evaluation system, and carry out the pilot project of "beautiful city" construction. Accelerate the construction of a framework system for the construction of three levels of CIM platforms at the ministry, province and city levels. Systematically promote the construction of sponge cities, and promote special actions for infrastructure shortcomings and upgrades. To comprehensively promote the classification of urban domestic waste, 46 key cities should achieve the goal of basically building a domestic waste classification and treatment system by 2020. Strengthen historical and cultural protection, build a national urban and rural construction and historical and cultural protection and inheritance system. Continue to deepen the reform of the urban management law enforcement system and accelerate the construction of a comprehensive urban management service platform.

05 Focus on improving rural housing conditions and living environment, and build a "beautiful village".

Summarize and promote the experience of the pilot construction of new-type rural houses such as steel structure prefabricated, and improve the quality of rural houses and rural living conditions. Accelerate the promotion of rural domestic waste management, improve the rural residential environment, and promote the establishment of a county-level beautiful village evaluation system.

06 Focus on promoting the structural reform on the supply side of the construction industry and promote the transformation and upgrading of the construction industry.

Conscientiously implement the guidance on improving the quality assurance system and improving the quality of construction projects. Reform and improve the engineering standard system and deepen the market-oriented reform of engineering cost. Vigorously promote the pilot construction of steel structure prefabricated houses. Strengthen the construction unit's project quality responsibility, strengthen the safety management and control of major risks on the construction site, and ensure the safety of construction.

07 Focused on deepening the reform of the project construction project approval system and continuously optimizing the business environment.

Promote the reform experience and innovative practices of various regions, further promote the whole process and full coverage reform, improve the evaluation and evaluation mechanism, strengthen social supervision, and ensure that the national unified engineering construction project approval and management system will be basically completed next year.

08 Focus on carrying out activities to jointly create a beautiful environment and a happy life, and promote the construction of an “integrated community”.
